The General Assembly meeting of the Azerbaijan National Union of City Municipalities, a member of the Board of Directors of the Union of Turkish World Municipalities (TDBB), was held in Baku on 14 November 2025.
At the General Assembly meeting, which was attended by 74 delegates representing all city municipalities of Azerbaijan, the report on the 2023–2024 activities of the Azerbaijan National Union of City Municipalities, the Audit-Inspection Commission report, and issues related to organizational structuring were discussed.
At the meeting, in line with the legislation adopted during the reporting period, the restructuring process carried out for the strengthening of local governance, the establishment of new municipalities with a sustainable and solid financial structure, and the expansion of the authority and activity areas of municipalities in resolving local matters was addressed. As a result of the mergers carried out within this scope, the number of municipalities decreased from 1,606 to 685. In addition, as a result of the elections held in January this year, 685 municipalities across the country were restructured, 74 of which are city municipalities.
At the meeting, the 15 members of the Union’s Board of Directors were first elected, and then, among the Board of Directors members, a vote was held to elect the President of the Azerbaijan National Union of City Municipalities. In the voting conducted with the participation of the presidents of the city municipalities, Temraz Tagiyev was re-elected as President of the Azerbaijan National Union of City Municipalities.
In his speech following the election, Temraz Tagiyev thanked the delegates and stated that the successful policies carried out under the leadership of President Ilham Aliyev ensured the country’s sustainable development in all areas and created the grounds for a closer integration of municipal bodies into socio-political life, increasing citizens’ engagement in local self-governance.
Following the meeting, based on the proposal of the elected president, the Union’s three vice presidents were determined, and the members of the 5-person Audit-Inspection Commission were also elected through voting.
At the end of the General Assembly, the necessary decisions were taken regarding the issues discussed; strengthening the financial, human resources, and technical infrastructures of municipalities, in order to align their work with the contemporary requirements of today and with the needs of the country’s new strategic development stage, was identified as a key priority.
