The Cooperation Protocol between Union of Turkish World Municipalities (TDBB) and Union of Local Governments of Kazakhstan was signed at a ceremony held at the Union’s Headquarters in Istanbul on 26 February 2024. The protocol was signed by Secretary General Fahri Solak on behalf of TDBB and by President Erkinbek Rakimbaev on behalf of Union of Local Governments of Kazakhstan.

The Kazakh delegation attending the signing ceremony included Erkinbek Rakimbaev, President of the Union of Local Governments of Kazakhstan; Zhazira Omirali, Rector of Kunaev University; Baktygul Ilyasova, Deputy General Director of the Union of Local Governments of Kazakhstan; Sandugash Koshekova, Deputy Director of the Kazakhstan Public Administration and Local Government Training Center; and Anara Anipina, Secretary of the Foundation for Local Government Development.

After the signing ceremony, the Kazakh delegation held a meeting with Secretary General Fahri Solak at TDBB headquarters. During the meeting, Solak provided information about TDBB and its activities, stating that Kazakhstan is one of the active member countries with which TDBB cooperates. He mentioned that the city of Turkistan is represented on TDBB’s Administrative Board. He also noted that the latest project completed by TDBB in Kazakhstan was the construction of the Yunus Emre Monument in Astana. Solak mentioned that publications about Kazakhstan have been produced and that numerous Sister City relationships have been coordinated. Additionally, Solak expressed that cooperation between local governments in Kazakhstan and municipalities in Turkey could be further developed within the context of Sister City and experience sharing programs.

Erkinbek Rakimbaev, President of the Union of Local Governments of Kazakhstan, emphasized that the Union is a new institution and highlighted the importance of the experiences of Turkey’s municipalities, which are experienced in the field of municipal governance, and organizations like TDBB. He expressed they are ready to establish and strengthen Sister City relationships between cities in the two countries in the future, stating that they expect support from TDBB for joint projects.

As part of their visit to Turkey, the delegation from Union of Local Governments of Kazakhstan not only signed a cooperation protocol with TDBB but also visited the municipalities of Bağcılar and Zeytinburnu, and held meetings with various universities. 

On Tuesday 27 February 2024, the delegation visited Bağcılar Municipality and met with Deputy Mayor Volkan Çakmak. Following the meeting, the delegation took a tour of Bağcılar Municipality’s activities, visiting the Disabled Center, the Elderly Life Center, the City Library, Hasan Nail Canat Information House, and the Youth Center.

On Wednesday 28 February 2024, the delegation visited Zeytinburnu Municipality and met with Deputy Mayor Osman Dinç. Following the meeting, the delegation took a tour of Zeytinburnu Municipality’s activities, visiting the Medicinal Plants Garden, the Historic Balıklı Greek Church, Zeytinburnu Bookstore, Zeytinburnu Culture and Art Center, Mosaic Museum, Maltepe Information House, AKDEM, and Kazakh Abay Monument.

The delegation also took a cultural tour of the Historic Peninsula in Istanbul, visiting the Hagia Sophia and the Blue Mosques, as well as Spice Bazaar, Grand Bazaar, and other places.

The program concluded with a closing and evaluation meeting held at the TDBB Headquarters after the visits and meetings.
